kubeadm: skip disabled addons in clusterconfig on upgrade

kubeadm: if an addon is disabled in the ClusterConfiguration, skip it during upgrade.

If an addon is disabled in the ClusterConfiguration skip it
on upgrade in the repsective subphase of 'addons'.
