In summary, Pods intermittently come up without a HostIP (and don't get one within the first 2 minutes of their life). I strongly suspect that they never get a HostIP, given that when they do, it's immediate.

I have managed to reproduce this in a private test cluster (both a successful HostIP allocation, and a failed one). I'll attach logs files here shortly, and will leave the test cluster running for a while in case anyone needs it to dig deeper.

This bug is the last remaining blocker to 100% (ish) successful e2e tests.
