We should post new tweet when JVM Bloggers gets new author. Posts should be scheduled for time now + some random time to avoid posting five messages in a short period of time after several PR-s with new blogs were merged together.

  1. Twitter message should be generated when new blog/video channel/etc is added to the database, not when new issue is published on Friday.
  2. Message should be scheduled to be published in next 12 hours, but not between 24:00-8:00.
  3. We should have 3-5 message templates randomly picked when generating new message.

Switched assignee due to inactivity. No hard feelings, we all have lives so I fully understand that sometimes we encounter NotEnoughTimeException :)

Post tweets when new blog added, closes jvm-bloggers#579

- publish an event when new blog / author is added
- schedule two tweets, with different templates used to be published when the event is triggered
- the second tweet is scheduled to be posted randomly between 8 to 12
  hours after the first one, and between 8:00 and 24:00 during the day.

  If the scheduled, randomized publication time happens to be between
  24:00 and 7:59 inclusive, the tweet is scheduled for the eariest
  possible allowed time.
