What's the task? Please describe

Go v1.22 will be EOL soon in Feb 2025 (once v1.24 is out).

Considering the 1.5.0 timeline, we should bump GOLANG to 1.23.

Update repositories to GO 1.23 in go.mod/Dockerfile/Dockerfile.dapper. If a repository builds many images, please remember to update each Dockerfile.
