Description

Initially reported by @zenmonkeykstop in #4228 :

When you run make staging for the first time, after the installation of the
test action: grsec kernel the eth0 interfaces on sd-app and sd-mon may be
renamed to ens5. In this case, you will need to update /etc/networking/interfaces
accordingly, restart the VMs, and run make staging again.

Steps to Reproduce

Provision a qubes staging environment based on the revised instructions introduced in #4228

Expected Behavior

Network interface name should not change and staging environment should be installed successfully.

Actual Behavior

Provisioning halts after the first reboot and network interface name must be adjusted manually

Comments

There seems to be inconsistency between net.ifnames options in the VMs GRUB_CMDLINE_LINUX before and after reboot on the standalone VMs
