This PR makes be able to handle
rake apttask which creates td-agent deb file (but not sophisticated).Currently, I create deb package for buster because stretch does not have Ruby 2.4 or later in its package repository.
Now, Fluentd core team drops Ruby 2.1, 2.2, and 2.3 support: fluent/fluentd#2750
