A platform to make active and past legislation accessible, helping to facilitate public participation in legislation.

• Allow for users to view current and past legislation. The bills should be able to be viewed in a full, unadultered view to begin with.

• Allow users to start and maintain a wiki-like discussion/summary of larger sections of the bills.

• Allow users to highlight and comment on specific wordage in the bills.

• Allow users to use a basic voting system on bills as well as the bills comments on hilighted content and wiki/summary contents.

• Allow users to share whole bills, wiki/summaries, and comments on highlighted content.

• Initial implementaion will use API and resources from: https://www.opencongress.org/

• Initial implementation of Facebook to allow basic sharing.
