Add how-to for installing different Kube Versions

Provenance of the PR - https://groups.google.com/forum/#!topic/google-containers/kBw33yj33sU This change provides users that may not be familiar with Fedora conventions with some additional information on how to quickly navigate the Fedora infrastructure to find and install the Kubernetes version that they are after.
