[Feature]: Support gateways for RunPod #1841

Problem

Currently, if you'd like to run services on RunPod, you need to create a gateway. Gateways are only supported with AWS, GCP, or Azure, or you must use dstack Sky. If you're using the open-source version of dstack and don't want to use AWS, GCP, or Azure, you can use services for production with RunPod.

Solution

Support gateways with RunPod similarly to how they are supported for AWS, GCP, and Azure.

Workaround

Create gateways with AWS, GCP, or Azure, or use dstack Sky.
