Related to dotnet/core#9488

Per the guidance in https://github.com/dotnet/source-build/blob/main/Documentation/ci-platform-coverage-guidelines.md#permutations, we should be testing against the latest version of Fedora.

Fedora 41 is expected to be released in November. In-development Docker image is currently available at fedora:41.
