General mapping tool for Galaxy

Installation
============
You need to specify a *.cfg file next to your mapping file. 
The cfg file needs to have the exact same name as the mapping file, plus '.cfg'.
You can find example cfg files in the examples directory. 
Once you have created a cfg file include the full path to your mapping file into to tool-data/mapping.loc file and restart galaxy.
