Create a system which generates index pages based on a ordering.txt file stored in every dir which specifies the order of each file in the to-be-generated index page. Additionally during index construction, if the quality control flag is on, then pages which do not pass the quality check are not added to index pages.

On the index page we can also add a dev section which lists pages that didn't make it through the quality check and why
