OCPBUGS-45446: [release-1.29] Allow to remove pod sandbox on netns removal #8818

This is an automated cherry-pick of #8785

/assign saschagrunert

Fixed issue when sandbox removal is not possible due to stale or missing network namespace path.

We should not error on sandbox removal if the netns path gets either
removed or invalidated. This path allows removing the sandbox and cleans
up the stale netns path.
