What is the idea?

The contributing doc needs information on how to build the conda docs locally. How to create a conda environment, install the requirements.txt, and deal with any errors, and then how to find the local files after the build happens.

Why is this needed?

This will help contributors to the docs to be able to view their changes without having to push to the build system immediately.

What should happen?
