Make it easier to restage an app after changing a variable #4394

it makes sense that after changing an env var that the user might want to restage the app for the env vars to be used
currently has to switch to the summary tab to see button

Possible Solutions...

add restage button to variables tab (requires pushing out some code in build tab base to somewhere common)
provide a popup to offer user option to restage (need to add handlers and dialog)
