While changing the playback speed isn't useful for entertainment media (movies, etc.), it can be very useful for other use cases. For instance, as a student I always increase the speed for my lectures. Currently, there are only the keyboard shortcuts to change the playback speed. But keyboard shortcuts are hard to discover naturally. So a GUI way to change the speed could address that.
