Rebalance of Magic Signs to use stamina, plus Sanguine Mark cost rebalance

Updates for pre-nested container release

* Removed the use of pocket data stuff.
* Removed ballistic damage usage since that was merged after nested
containers.
* Reverted the update to weight capacity modifer.
* Removed achievements for now, would need to overhaul the event syntax
again.

Fix Urban Awakening

* Since generic basements are pretty much non-existent, tied them to the
newer arcanist houses and tweaked their appearance rate.
* Also cleaned up and tweaked arcanist houses to look nicer and be less
barren, since they'll be a scenario location now.
