There have been some major reworking of the application system with how applications, commands, rules and events are handled. This patch cleans it all up not changing anything except the /ping command defaulting to show the ping button. This patch is mainly for developer experience.

The Aussie BroadWAN (TAB) is releasing the first version of Tony, it has all the base features for building the bot though next to no features currently implemented. Active Discord features are outlined in the README.md file.
