Adds version numbers for new release

Ups to 3.4.5-rc2 and updates pub_lib flavour to 1.5

Ups versions ready for 3.4.5-rc1

Fixes setting default will SQL types for not allow

Sets rc1 and modifies counter to fully show this.

Fixes bug with using deprecated POSIX::isdigit in Perl 5.26+

Previously v3.4.3 but found significant issue with release.

Removed release candidate suffix from VERSION as breaks parsing.
