Lowered the instance group delay timeout back to 60 secs. Including PROVISING as a TARGET state for core nodes.

Increase delay for emr instance group checking.

Increase the refresh time of EMR instance group, so it doesn't hit AWS rate limit.

Stop when EMR instance group is in resizing.
