devops: allow to get GCP cached states into developers local machine #8773

Describe the issue or request

We have weekly cached states in our GCP infrastructure, but those are hard to get on a local machine as we're saving those as disk images.

Expected Behavior

Have a way to easily get the latest Mainnet and Testnet cached states from GCP to our local machines, without having to do artifact translation through the process

Current Behavior

There's no easy way to mount the GCP image disks as a local filesystem directory

Possible Solution

Replicate the disk content into a GCP Bucket (or any other service) with the actual height, allowing to copy the content to a local target directory

Additional Information/Context

If a developer doesn't have a synced node. This would be required for them to have one without having to wait several hours/days.
