Issue Description

On Strings are validated, when are they taken into account for download? of the Translation Handbook's FAQ It reads:

Then any local WordPress set to use that specific locale will download it in the next hours after the generation.

The phrase local WordPress is confusing as in the context of WordPress it is usually referred to WordPress websites that are locally installed on developer's machines for development or debugging and without them necessarily being connected to the internet.

I think it should be more explicit on what this fragment means and read something like:

If strings in stable are approved for at least 90% for a plugin/theme in a certain locale, the generation happens 30 minutes after a translation has been updated. Then any on-line WordPress from v. 5.5 up that is configured to use that specific locale will download it in the next hours after the generation.

Why is this a problem?

It's confusing to use the phrasing "local WordPress" when it usually means a local installation of WordPress and not a WordPress with a specific locale configuration.

Suggested Fix

Then any on-line WordPress from v. 5.5 up that is configured to use that specific locale will download it in the next hours after the generation.
