AFAICT the Windows CI issues are caused by a very old version of FFMPEG. There's some recent discussion on Slack that suggests it can happen due to a problem in the Pkg resolver (which might prefer updating a jll over a julia package which then leads to some old package versions).
Maybe we can avoid this problem by restricting the compat entries of the test dependencies.
