Switch Windows CI builds to VS2022 and Py3.10 #4057

Replacing the build with 3.5 and VS2015

This is CI only, no changes to SCons itself.

darn, I tried to cancel the Linux build since nothing changed there, and it looks like I killed everything. @bdbaddog are you able to relaunch the appveyor build? Update: nevermind, it's back showing now, guess it's okay.
