Cost-data does not report any FOM costs for offwind-dc-connection-X. Thus the default FOM value of 0% is inserted.

I assume this is not correct and the FOM should be similar are higher than HVDC FOM, leading to an underestimate of offwind capital_cost. Same for offwind-ac.

Relatedly, we could consider raising the default FOM to 2%
