Adds a bounty badge for issues with active bounties

Go to the GitHub App and add it to any of your repositories

Currently, you can set bountysourceHunterAddBadgeOnZero to true in your configuration if you want to include the badge when there's still no bounty

# .github/config.yml
bountysourceHunterAddBadgeOnZero: true
