Add limiters to 2O advection and wave force to remove instability

hwci now also applies to O(2) advection: only O(1) advection occur where depth is below hwci.

For strong instability related to very steep slopes the user should add a roughness map with high roughness to kill instability in their infancy.

Testing the output for ueumean and vevmean

This version fixes some annoying bugs associated with grid size and with boundary conditions and introduces the single dir although there is lots of work to do on single dir part.
