Describe the bug

actions/runner-images#10721

MacOS-12 is being deprecated by December Third, 2024. There is also a scheduled brownout today that lasts until November 5th, 00:00 UTC. This will disrupt Mac builds on the scheduled time slots, and permanently disrupt them if not resolved.

The matrix file is currently set to OS 12.
