If the customize page of the cookie banner is displayed on a site's WP Admin page, the toggles are misaligned.

Some negative margins from wp-admin form styling appears to leak and affect the appears of the toggles in the checked state.

Steps to reproduce

1. Visit /wp-admin/site-editor.php for a WordPress.com site.
2. It's important that the cookie banner appear. It may not appear if cookies have already been accepts for the stie.
3. Click "customize" on the cookie banner.
   
4. Notice that the checked toggles are misaligned.
