Ms. Tami Franklin currently serves as Deputy Associate Administrator for Mission Support. As Deputy Associate Administrator, Ms. Franklin provides leadership and direction to achieve business excellence in the areas of administrative and real property services, information technology, cyber security, procurement, security, and human capital. Ms. Franklin leads operational planning and is responsible for advising and assisting FEMA’s Associate Administrator for Mission Support in driving business excellence throughout mission support operations across FEMA.
Prior to becoming the Deputy Associate Administrator for Mission Support, Ms. Franklin served as the FEMA Chief Security Officer. As Chief Security Officer, Ms. Franklin served as the top security executive in FEMA and oversaw and coordinated security efforts across the agency, investigated security concerns, enforced security requirements and identified security initiatives and standards for fixed, disaster and contingency locations. Tami oversaw and exercised authority over all FEMA-wide security programs to include personnel security, physical security, administrative security, special security, counterintelligence operations, insider thereat, fraud investigations, and security training and awareness. Tami began her tenure at FEMA in the role of Deputy Chief Security Officer in 2019. She also served as the Acting Chief Security Officer while at FEMA.
Prior to her position at FEMA, Tami served as the Deputy Associate Commissioner for the Office of Security and Emergency Preparedness at the Social Security Administration (SSA). In this role, she was responsible for ensuring the safety of 65,000 employees at 1,500 facilities. She directed SSA’s nationwide physical and protective security programs, occupant emergency operations, continuity of operations planning, and the defensive counterintelligence and insider threat programs. Tami also served as SSA’s Federal Senior Intelligence Coordinator and Enterprise Emergency Response Team Lead.
Prior to her tenure at SSA, Tami served as the Director of the Security Management Division at the Environmental Protection Agency (EPA). In this position, she was responsible for EPA’s emergency preparedness, personnel and physical security, critical infrastructure protection, national security information program, Homeland Security Presidential Directive-12 Personal Identity Verification credential program, and occupant emergency planning.
Prior to joining EPA, Tami worked in the private sector as a senior information technology consultant supporting federal government clients with process reengineering, workflow streamlining and leveraging technology to improve business operations. Tami earned a Bachelor of Science degree in Mathematics from Creighton University and is a graduate of the Duke University Leadership Program.
