I have same problem, I’m using and making mobile payments fews days ago there’s no problem but now suddenly I can’t pay Mobil payments it’s show insufficient funds but I have enough balance in my sim so what’s wrong I’m getting mad plz fix
It might mean you have insufficient funds ro complete a payment. Or it could mean you need to verify your identify with Apple. If you can't determine why there is an issue being reported here, contact Apple Support, and ask them. Use the Support link in the lower left corner of this webpage.
If you use mobile phone billing as an Apple ID payment method, contact your carrier.
Perhaps you need to add funds to you SIM card balance.
Or provide a new payment method.

fyi: Not all credit & debit cards seem to work with App Store / iTunes Store, try a different one, or preferably a credit card. If your card is not accepted as a paymenf method, you need to contact your bank.
