When trying to access Apple TV from the app it tells me to sign in either by using my phone or going the the link.apple.com. When scanning the code it tells me the connection will refresh, which it doesn't. When trying to sign in via the link, using the code on the screen, nothing happens. Any ideas on how to access apple TV?

On what device are you trying to sign in to the Apple TV app?
After doing the sign in through your iPhone, the app on the device should then reload account credentials and accept that sign-in. Navigate up then left in the Apple TV app home screen on your device to see that reflected at the top of the side bar (name and account image).
Alternatively, you should be able to sign in manually through an on-screen keyboard, using the device remote.
