I do not have a credit card linked on my billing method and my paypal account neither, but my little sister dowloaded and bought for 60$ CA of coins in this game.
Because the payment wasn’t taking anywhere, they ask me to add my payment method (that I don’t have) to pay it. Otherwise I can’t ask for a refund.
Now, i’m stock without being able to download any app. What am i supposed to do ?

This can only be resolved by speaking to Apple Support to work out the fact that you owe CA$60.
Your account will remain disabled until you do.
