i got a brand new ipad as a gift i am starting to set up., it greets me with hello and the. ask for passcode ? i never made a passcode what do i do?

If you have purchased a new iPad - and this iPad indicates that it requires a Password or Passcode that you have not created yourself during initial setup - then the iPad is not new as it has already been configured by somebody else.
As described, the iPad has very likely been repackaged. All recent model iPads have packaging with tamperproof tear-off seals in place of cellophane wrapping.
You will need to return the iPad to the retailer for exchange or refund. Similarly, if the iPad is centrally managed or is "supervised", the device has been configured for (or by) a business or educational establishment; in such circumstances you'll not be able to resolve the problem yourself.

Are you sure it was purchased new? Sounds like it may still be tied to someone’s Apple ID which if that is the case the original owner will need to remove it from their Apple ID.
Yes I’m positive it’s new I took the wrapping off the box myself it was sealed , . It also has not let me choose what language to pick from so it says hello the. Bonjour then continue in all the languages.
