Have an old Mac Mini with High Sierra software SSD not showing in disk recovery

I have an old Mac Mini. When I try to boot it, it will not boot in recovery mode (Command + R). It will only boot up in internet recovery mode (Optn + Command + R). ITime Machine isn't working I do not have a local file. When I try to reinstall Mac OS High Sierra because it says that it cannot communicate with the server. When I attempt to open disk utility the local SSD does not appear. I want to completely erase this to factory settings but the SSD does not appear. The only thing that is there is OSX Base System. In Terminal I can search "diskutil list" and it still does not appear.


How do I reset this Mac Mini to factory settings?

If that does not do it, maybe the the internal disk is broken?
