If you remove a photo from all photos it will be removed from your albums, but if you want to hide your photos you can use "Hidden album". For details please visit this link Hide photos on your iPhone, iPad, or Mac with the Hidden album - Apple Support

That is not possible. Any photo(s) removed from the All Photos area will be removed from any and all albums. Do note that there is only one version of the photo, as photos in albums are merely links to the one and only photo(s) in “All Photos”.
You wrote "too many photos". Are you worried that the photos in the albums are duplicates?
Albums are just an index to your photos in "All Photos". When you add a photo to an album it will not require much extra storage. You can add a photo to several albums without creating any duplicates.
Actually, I like how the Photos.app is handling the albums. If a photo might fit in several albums, I add it to all of them. For example a photo with a seagull on a lighthouse will go into the album with bits and into the album with lighthouses. And I do not have to remember if I files it under Lighthouse or Birds.
