i just iphone linked all my iphone x gallery to another one which is not linked to each other apple id but now i want to delete my gallery from the iphone x but the uploading isn't finished will i stop the process of the photos reaching my new phone.

You have to wait until you are seeing all photos in iCloud and the upload has finished, before you do anything. You may want to check in a web browser on a computer at www.icloud.com if your photos are now all in iCloud.
Once the photos have been uploaded, you can disable iCloud Photos on your old iPhone and only then delete the photos from the old iPhone. If you delete them while you are still signed into iCloud Photos, they will be deleted from iCloud Photos as well and vanish from your new iPhone.
