My daughter found some AirPods in her handbag that aren’t hers. Thinks they were planted on her. She hadn’t accepted the device when getting the alert. Can the owner still track them and their location?

As 6x6 said, yes they can. Someone is most likely trying to track her and used AirPods instead of a AirTag. A AirTag is a huge red flag, but some “free” AirPods couldn’t hurt, so why not keep them? Report it to the police, and have her be very careful of any other devices used to track her.
