iPhone shortcut action drag and drop reliability - restart device required.

I need help with reliability Drag and Drop iphone shortcut action. After 5 minutes of shortcut modification, Dragged Action refused to Drop between existing Actions; Drop location is limited to the top above all Actions.

I need to restart device.

• First, find the Action to drag-and-drop.
• press and hold down on the selection and move finger around, without lifting it, until the Action follows finger around.
• Move finger between other Actions to leave this Action and then drop it.
