How to fix sign-in issues with Books app on iPadOS 17.2?

I am running iPad os17.2. Books app will not allow me to sign in with Appel account, cannot access book store, will not open book to read when i tap on the icon in “Continue.” Just gives me a dialogue box asking if I want to share book, etc. I read on line that one possible solution was to off load and reinstall app. That forced me to completely reorganize my library. Then suggested that I should sign out and sign in again. I signed out, but now when I want to sign in, all I get is the indication that information is downloading. Music and all other apps are working fine. My iphone has no problems at all.
