I try to find a balance when assigning tasks, a balance between who is qualified (has the technical skills and know how), who has availability, who wants to do the tasks, and opportunities for junior technical people to grow. Cultural fit also is important. Sometimes people get along better with certain personalities. Sometimes you don't have a choice--there is only 1 person who can do the task. But when there is a choice, consider allowing for growth opportunities for those around you.

Keep aside bucket who have less skill but more will to avoid teething issues and focus on their upskill >Gauge the technical capabilities and rank employees and accordingly delegate to primary n secondary resource. Without fail a back up resource is imperative >Gauge quick learners in the team and assign low priority tasks for them to gear up This will give a fair chance for everyone to showcase. Resources will be diverse nonavailability won’t be a challenge & will foster collaboration.
