Granular Data Governance Systems for Open Data

Our recently published report ‘Granular Data Governance Systems for Open Data’ explores the transformative effects of the Data Governance Act (DGA) on open data ecosystems across Europe. This study delves into the complexities of data governance and its implications for public sector information management. It helps to understand the opportunities created by the DGA for open data and the effect on data sovereignty for individual citizens.  

The DGA, which came into effect on 24 September 2023, introduces several activities aimed at supporting data sharing and the setup and development of Common European Data Spaces, while simultaneously increasing data availability across EU countries. The report examines three primary innovations: the broadening of the legal framework for certain categories of data, the establishment of data intermediation services, and the introduction of data altruism. 

One of the significant advancements highlighted in the report is the creation of Secure Processing Environments for sensitive data. These environments allow public sector bodies to share data that was previously excluded from the Open Data Directive, such as personal and commercially confidential data, under strict safeguards. This development is expected to unlock new opportunities for data reuse while maintaining data protection and confidentiality. The report also emphasises the role of data intermediation services, which act as trusted third parties to facilitate data sharing between entities from both the public and private sectors.
