When I held down the letter "T", this 2008 MacBook that I'm working on fixing for my mom just went directly to El Capitan. Once I got into El Capitan, I went to Startup Disk, but the option to start in target disk mode doesn't show up. Is there any way to get it to startup in Target Disk Mode?

No. That model doesn't have a FireWire port, which is required for it on units of that age.
