target disk mode not showing up on 2008 MacBook (aluminum)

When I held down the letter "T", this 2008 MacBook that I'm working on fixing for my mom just went directly to El Capitan. Once I got into El Capitan, I went to Startup Disk, but the option to start in target disk mode doesn't show up. Is there any way to get it to startup in Target Disk Mode?
