Stopping Power Button form Confirming Payments:

You Can't. What you are looking to perform is not an option. You only option is to turn off Apple Pay***. See here: Use Apple Pay for Contactless Payments on iPhone - Apple Support

***Turing off Apple Pay:

1. Go to: Settings
2. Tap: Wallet & Apple Pay
3. Tap: Apple Pay Cash (so this it is greyed-out)
