various types of downloaded files from various sources are read-only

It has been a long while that various types of downloaded files from various sources (like the MS office, pdf, video files downloaded from all the browers and chat-windows) are read-only MAC sonoma 14.5. Exceptions are the files downloaded/synced from the cloud storage driver like google driver, baidu pan, and dropbox driver. This issue exists in all my MacBook Pro or iMac.

For example, when i edit and click save the excel file downloaded from chrome, it says "We can't save '...xlsx' because the file is read-only." "To keep your changes, you'll need to save the workbook with a new name or in a different location."

If you have third-party file hosting services involved, verify whether non-hosted local storage works, and then contact the file-hosting service providers for their suggestions.

Less likely, but possible if any of the storage involved formatted NTFS: if so, add an NTFS package, or reformat to a native format, or migrate to an SMB share and not sneakernet with disks.
