Both of my iPhones with same Apple ID but different phone numbers sharing same location

iPhones both sharing the same location. When I try to fix it and press “Use this iPhone as my location” it changes it on both iPhones. So when I press it, my location becomes one iPhone for both. It can’t be seperate

Same Apple ID. Different phone number. I can’t get the location to be different between the iPhones. It either has to be one or the other even if I change it it will change in the other one to the same setting. I wish it wasn’t so complicated
