The European Commission, Directorate-General for Communication (COMM), published on 19/07/2023 in the Official Journal of the European Union a call for Requests to Participate in a Dynamic Purchasing System (DPS) related to citizen participation and deliberative processes and split in four categories (438876-2023; 437370-2023; 438340-2023; 438461-2023) .
The first mini-competitions under Category 1 - Pan-European or Multinational Participatory and Deliberative Processes (438876-2023) and under Category 4 - Digital Platform Setup, Moderation and Analysis (438461-2023) will be launched very soon. While there is a four-year time limit for joining the DPS itself, each mini-competition will only be open to companies already admitted to the DPS at the time of the launch of the mini-competition. DG COMM warmly encourages all interested economic operators to submit their application on the Mercell platform, in order to be able to participate in these upcoming mini-competitions under the DPS.
Update 19/07/2023
On 19/07/2023 the European Commission, Directorate-General for Communication (COMM), published in the Official Journal of the European Union a new call to participate in a Dynamic Purchasing System split in four categories (438876-2023; 437370-2023; 438340-2023; 438461-2023) and targeting expertise and capacity to support its growing needs to engage citizens in policy-making.
All economic operators capable of delivering services related to citizen participation and deliberative processes are invited to submit their request to participate.
This would be of particular interest to organisations and companies with prior experience in planning, designing and implementing various participatory and deliberative formats; entities skilled in stratified sampling for the random selection of participants from across Europe for Commission-led participatory exercises of various scales; as well as entities experienced with the setup, moderation and analysis of digital participatory platforms.
The DPS is a two-stage procurement procedure, which remains open to new entrants throughout its lifetime. First, interested candidates need to apply for admission to the DPS, by submitting an application online on the Mercell platform. When services are needed all admitted participants into the DPS will be invited to submit tenders to a mini-competition detailing the scope of the services needed and the category concerned.
The first mini-competitions could be launched already in the autumn 2023, notably with regard to the possible organisation of European Citizens’ Panels.
Update 07/11/2022
The European Commission, Directorate-General for Communication (COMM), published on 29/07/2021 in the Official Journal of the European Union a new call for Requests to Participate in a Dynamic Purchasing System (DPS) for Communication Services (2022/S 139-395986), aimed at delivering complex communication services (with particular emphasis on strategy and transcreation).
DG COMM plans to use this DPS at the latest in December 2022, for launching a mini-competition of an estimated value of €30 million.
While there is a four-year time limit for joining the DPS itself, each mini-competition will only be open to companies already admitted to the DPS at the time of the launch of the mini-competition.
In order to be able to participate in the upcoming competitions under the DPS, the interested candidates must register in the DPS platform.
Update 19/10/2021
The first mini-competition under the Dynamic Purchasing System (DPS) for Communication Services (2021/S 145-384395), as mentioned in the below announcement, was launched on October 8, 2021. DG COMM warmly encourages all interested economic operators to register on the DPS platform by using the link in this announcement, in order to be able to participate to upcoming mini-competitions under all seven categories of services foreseen in this DPS.
The European Commission, Directorate-General for Communication (COMM), published on 29/07/2021 in the Official Journal of the European Union a call for Requests to Participate in a Dynamic Purchasing System (DPS) for Communication Services (2021/S 145-384395), consisting of 7 categories related to communication services, one of which covers specifically Media planning and buying.
DG COMM plans to use DPS Category 1: Media planning and buying at the latest in October 2021 for launching a first mini-competition of an estimated approximate value of €20 million.
While there is a four-year time limit for joining the DPS itself, each mini-competition will only be open to companies already admitted to the DPS at the time of the launch of the mini-competition.

On 29/02/2024 the European Commission, Directorate-General for Communication (COMM), published a call to participate in a Mixed Multiple Framework Contract for Thematic Communication Services Lot 1 and Lot 2 (126245-2024 - Competition - TED (europa.eu)). The Framework Contract is a follow-up to the 2019 Thematic Communication Framework Contract.
The Mixed Multiple Framework Contract for Thematic Communication Services will cater for well-defined, short and medium-term communication initiatives with budgets of up to EUR 900 000. The Framework Contract will focus on the design, management and implementation of communication initiatives and cover elements such as strategy, editorial services, campaigns, participation in fairs and exhibitions, organisation of events, media planning and buying, monitoring, etc. It will cover all distribution channels (online including social media, print, out-of-home, television, radio, etc.) needed to deliver on the communication initiatives.
The value of Lot 1 is EUR 100 000 000 and Lot 2, EUR 80 000 000.

On 6 March 2024 the European Commission, Directorate-General for Communication (COMM), published a call for integrated audiovisual production, distribution and archiving services (137251-2024 - Competition - TED (europa.eu)).
