Since Russia’s invasion of Ukraine in February 2022, CEPR has been committed to producing in-depth analysis and offering a platform for discussion on how best to support and rebuild Ukraine. To further this effort and continue providing insights into a broad range of key policy issues affecting Ukraine and the global economy, CEPR is launching a Ukraine Initiative, led by Yuriy Gorodnichenko (University of California Berkeley and CEPR). 

The invasion of Ukraine by Russia and the prolonged war that has since taken place have caused extensive damage to Ukraine and have had transformative impacts on the world’s economic, financial, and geopolitical status quo. Science should play a key role in understanding the consequences of what we witness and CEPR therefore quickly acted to provide a forum to foster dialogue and to produce analytical contributions on this crucially important topic.

In a remarkably short period of time, we put together two Rapid Response Economics reports: A Blueprint for the Reconstruction of Ukraine, offering an overview of a possible reconstruction project for Ukraine, and Macroeconomic Policies for Wartime in Ukraine, outlining key macroeconomic policies to realign the economy towards a more sustainable trajectory, capable of withstanding the pressures of a drawn-out conflict.  Expanding on the success of these publications, the recently established Vox EU debate has invited research contributions to assess and inform this evolving policy debate. More than 50 evidence-based columns on the consequences of the war have been selected, leading to the publication of an eBook gathering the most pertinent of these submissions.

We continue to focus on the war in Ukraine with the launch of our Ukraine Initiative, led by Yuriy Gorodnichenko (University of California Berkeley and CEPR). This initiative will bring together our recent output on Ukraine and extend analysis and policy insights to respond to these extraordinary circumstances. The first output from this initiative will be a report on Rebuilding Ukraine, which will be published in December 2022. It will focus not only on how to rebuild Ukraine to the pre-war state, but on how to modernise infrastructure, technology, business environment, institutions, education, healthcare and other critical elements of the economy so that Ukraine can become a full-fledged democracy with a modern economy and strong institutions.
