Describe the Bug

During an X large install Postgres start-up can be too slow for PuppetDB.

Expected Behavior

To avoid a race condition PEADM should wait for postgres to be up

Steps to Reproduce

This is hard to reproduce and will be sporadic depending on hardware and network
