CI: [v1.14/v1.15] Integration Tests - TestStressRateLimiter - arm64 #37385

CI failure
It looks like the TestStressRateLimiter test has started consistently failing on both the v1.14 and v1.15 branches on the arm64 runners. There must have been some infrastructural-related change, as no commits have been merged in that time frame. The same does not seem to happen on v1.16 and later.
